I have only just heard of this (through your post), but this is the twentieth year of the award. The only 'special sporting event' in Africa during 1993 was in November of that year:

"A national conference entitled the “Vision for Sport” conference was held and was to prove to be a milestone for the future of sport in South Africa. The conference was a gathering of national and regional representatives of the NSC, as well as officials from Great Britain and Australia."

One may not need a separate BBC radio licence now, but it still has to gain it's funding from the BBC's TV licence payer, and the Worls Service is at present funded by the The Foreign Office, but In 2014 the BBC's World Service will be funded by the British licence payer.

Ah, AOG, so you weren't asking what Africans paid towards a radio licence now, after all ? Radio is free to us, we don't have to pay for it as licence payers. We do as taxpayers, perhaps, but not as licence payers. So what you should have been asking is what contribution to our taxes are Africans making now, is that not so?.
