You seem to be complaining that it's 'us, the taxpayer' who will have to fund these tests, but the go on to say that this should have started years ago.
Is your issue that these tests are being introduced, and that we have to pay for them?
Has that level of detail been published yet? How do you know that those sitting the test won't have to pay an admin charge, like those applying for British passports?

sp, if it had started years ago we wouldn't have as many immigrants that we have now, as they would have failed the test.
And if this goes ahead (unlikely) let them take the test in the Country they come from, not here!
