A dogs vocal chords are very different to that of a human, but I'm sure it would be possible to make yourself understood.

Bark once for yes, twice for no etc,

I knew a dog once who could say 'sausages' but he couldn't work the microwave with his paws. How about a dog with hands and a brain?

If I put a human brain into a dog I'm pretty sure i would still be able to talk to the same ability i can now. Unless it was my brain (in which case i'd probably struggle to actually insert it into the dog anyway). The dog, however, would be thoroughly dead. And so would the brain donor.
Well, it's one of those questions isn't it? e.g. Social engineering permiting; would it ever be possible to weadle out all the numb-sculls from society? Even the ones who haven't even got the saving grace of being unintentionaly funny?

no at present you cant transplant the nerves coming out ot the brain.

so it would just sit there in the skull, and it would be difficult to tell if it were conscious or not.

nerves to the larynx see above - the dog would be silent

(and not blnking)

They called it. Project; Carol Vorderman.

Oooops don't know what happened there. Anywho, I was gonna say check out the book by Mikhail Bulgakov The Heart Of A Dog.

It'll give you an idea of what would happen in your scenario.
