Nothing like leaving things till the last minute !
It should work. Three will be bound to have a roaming agreement with some telecom company. Just make sure he turns off the data roaming (if it`s a smartphone)
It won't work if he hasn't activated data roaming with his provider (well, we have to activate it for our network with 02) but he can always ring them from the airport. Agree that any data updates should be turned off, they can cost a fortune if they still happen while he's out of the country. Is there no way he can do it online with 3 Network?
Perhaps he can send you a tweet when he gets there.
If your son is on a contract, he can set up roaming from his phone in the morning - details are at http://support.three.co.uk/SRVS/CGI-BIN/WEBISAPI.DLL?Command=New,Kb=Mobile,Ts=Mobile,T=Article,varset_cat=roaming,varset_subcat=4147,Case=obj%284138%29

If he is on PAYG his phone is already set up for roaming, but he will need to have some credit to play with before he goes (not one of their bundles). From the Canaries it's 25.5p per minute to make a call and 7.1p per minute to receive one. full details are at http://www.three.co.uk/Support/Roaming_and_international/Going_abroad_Pay_As_You_Go/Destination_Details?content_aid=1214306364644
