Creating An Email Mailshot

What's the best way? I figure there are a few ways (my lack of knowledge will become quite apparent if you read on). Basically one of my clients wants to mail shot people in January to make them aware of a service she is providing, (i'm already creating her brochure and website).
1) HMTL, you can build one in Dreamweaver, or simply hand code one (but as I understand it it's best to steer clear of CSS as apparently it is not supported.
2) Create a PDF attachment, although I'm not sure how this will work if the recipient's mail settings do not display images.
3) I wondered if it would be easier to create a one page website (I use Muse - Business Catalyst) and use a link to send the recipient, with a very basic HTML.

Advice would be gratefully received?

why not just create an email and send it to a list of people? make an address group though so you don't share the addresses with everyone.
