Filling Out Vetting Form

I have received via email a security vetting form which needs to be completed on my laptop.
I have downloaded it, it is in Microsoft Excel 97-2003. But when I try and type into required boxes nothing happens, the pointer stays a bold cross. Although the selected box seems to be selected.Double lined.
Saying that when a yes no answer is required, and pointing at the relevant circle the answer can be completed.
I have not had to fill any forms out this way before, so am at a bit of a loss as how to proceed or what try.

It's a confusing process if you don't do it regularly but you need to choose 'save as' and consciously select a location on your computer that you will remember - eg, in 'my documents', then close your internet browser and open the saved document on your computer.
