Please can you explain the is the difference between a high court sheriff and a bailiff

The difference is about £3000.

No - one gets their man, and the other - sits around and drinks coffee.

If you CCJ - you c an pay £60 and that converts the judgement into what was called a " writ of fi.fa."
and it is this (write of fi.fa. as modernised) is why they go around saying we are commanded by the High Court to act on this today...

The Welsh sheep s+++++er farmer I mean who answered them from the loft roof window had the right idea - even the fat ones can get thro windows.

SO many dimbos ignore CCJ when they CAN pay them....

You only see the successes. When I used them, the fella showed them a declaration of bankruptcy ( = get int the queue for assets ) and they went away with their tails between their legs ( 'bailiffs warrant was held to be discharged')
