what is to stop anyone claiming to have a black and white television to get a reduced charge from 145 pounds per year to 47 pounds per year ?

diddlydo there is no such thing , they have a van with the logo on the side and drive round with two men , one driver and one in the back with a pair of binoculars ( known as the perv ) he looks at the windows of a house to see if he can see any signs of a television.
if the bbc had tv detection equipment there would be no need to send thugs round to peoples houses wanting to search the house to see if they had a television.
