Has anyone experienced what I have been experiencing....I put in a bid for a tankini top that is £1.99 and states 1 bid so I come along and put £3.00 I get the outbid straight away, I have it bid more than £3.20 so I put in a bigger bid ... £4.20 the same thing happens again .....is this legal... How do I get in touch with eBay. I have done this on 2 items now ... The same thing happened...

It just means that somebody has put in a higher bid so until you have bid more than that amount you will always be in that position.
The bid shown is not necessarily the full amount of someone's bid, it stops at whatever figure makes them top bid and rest is in the background and only shown when another bid is placed.
I thought this was exactly how e-bay works. Someone puts in the maximum they are prepared to pay, but e-bay will bid in stages on their behalf at the minimum increment above your bid until their maximum is reached.
...do the same yourself, but wait until the last minute to bid, otherwise you just raise the stakes in the early stages.
If I really want something I go on goofbid and set up to bid at 5 seconds to go and put the highest amount I am willing to bid. This usually wins it.
