Old cartoon - help?

It was about a dog -kind of along the lines of Scooby Doo, in that he had a group of human friends. Anyway, this dog was some sort of setter/saluki/long haired hound, and I think he was blue but wore a red hat and scarf. He could make himself disappear - and this was how he helped solve mysteries. This would have been on late 1980s I think. Anyone know it??
