Can i check is 25d Negotiated equal terms for all the money we need

Parl(A)yed rather than parl(E)yed

Also have people highlighted Terrorist suspects plural- even though this is 16 rather than 15 letters?

I went with parlEyed (but could well be wrong!)
and I highlighted terrorist suspect (9,7) even though that only used 14 across entries not 15 as stated??

I had 14 entries which confused me too. I'll think I'll highlight just suspect as it is the right amount of letters.

I don't get parlayed or parleyed completely- par is equal but the rest?

Term can mean an end so we take the last letters of (al)l (th)e (mone)y
(w)e (nee)d to get leyed. Preceded by par (equal) to give parleyed (negotiated)
