Who do you report to if you know that a shop-keeper is selling cigarettes and tobacco to under 18s? Thanks in advance.

Since they're breaking the law, those guardians of the law, the police, would no doubt be very interested to hear about it.

If you're not directly involved in any way, I think that you should leave well alone. There may be consequences if it becomes known that you have tipped off the authorities.
