can anybody shed some light on a 28 day rule which deals with demands for council tax. thanks

Where is the caravan kept and what type is it?
Does the person pay council tax on another property?

Some people avoid paying council tax altogether by living in their caravan on a holiday park for 9 months and spending winter abroad. Not strictly legal but it does exceed 28 days.
