It is the power unit from a 'jet boat' on a persons back. The tube is pumping high pressure water from a boat to the unit, it lets the person 'fly' as long as they are attached to the tube.

Answered my own question... its called a jetlev and costs about $130,000 so well out of my price range by a couple of 0's. bloody awesome though, wouldn't mind ago at any resort that had them!!!

you can ride them on the Thames at North Greenwich by O2 - they just bounce up and down and you fly up in the air when it gets high pressure - they dont look very easy to do though

I saw this for the first time on a recent holiday in the Caribbean. I couldn't believe my eyes at first. I think they're quite hard to control, the guy I saw was always falling into the water after about 10 seconds in the air.
