How can I get rid of this nuisance? I have scanned with malwarebites but it still persists. I've checked add-ons etc, not there!

if you google "static icmwebserv" there are a number of articles describing how to deal with this

If you look at your internet/browser settings is it mentioned there as a default home page or search engine?

Strange that Malwarebytes has Not identified anything untoward.

Have you looked in your Control Panel ( Programs & Features) to see if anything is there which is in need of deletion.
