You may need to try different positions to start. Usually if you close the choke and turn it over a couple of times then open it with about quarter throttle it will fire. Presumably you have checked and cleaned the jets and the engine compression was in good condition before?
How far have you got with the Chrysler?
Check that the needle valve in the carb is free and it may be worth changing the filter. You may still get a bubble in the filter but the fuel should still flow. The pipes can also disintegrate and block internally in a very old engine, disconnect to check where the blockage is. The pump does have flap valves inside so check for the correct inlet and outlet position as the fuel can only go in one direction through it and may be reversed.
