there will be no tax discs anyway, the seller can reclaim tax as of now, the buyer must re-tax the car in their own name, this will not effect car auctions any more than any other sort of sale.

Almost all dealers claim the Road tax back before sending a car to auction. If you've ever been to an auction you'll know how very few cars go on the block with any tax on them.
