He is damned whatever he does, but will this help allay fears from Middle England that the Tories dont care about them, after all that is what must be top of GO mind.

a nice gesture that is unlikely to cost the treasury more than tuppence a year, perhaps. Paying nurses more would be an even nicer gesture, but that really would cost money.
