Why do you think that the wall would need to be re plastered ?.
You can but the border will still stand out.

Try pealing some of the border away. In my experience of them they have all came away easily.

I would go for Dulux one coat.
Unless it was very expertly hung the joins will show I think plus the moisture in the paint might soften the paste and make the paper bubble. I see no reason why normal emulsion wouldn't cover it though.
Yes you can paint over any wallpaper however your border will show through so worth considering another border to go on top or maybe trying to peel off the border or soak it off gently. A damp cloth and gently try to prize it off with a scraper.
We painted over our hall, stairs and landing with white emulsion, worked a treat. The wallpaper was broad yellow and white stripes, it took two coates but now you'd never know there was wallpaper underneath. I can't remember which manufacturer of paint we used.
I would probably do what ummmm says and strip the border. I had a buy to let place and I spent half of my life painting emulsion over paper. The brand doesn`t matter but known brands such as Crown or Dulux will give a better result IMO.
I'd agree with the others, I've painted many times over wallpaper, and Dulux One Coat or similar is ideal. If the paper bubbles when you paint it, just leave to dry - it should settle back fine.

It's my daughter's house it's her spare room and the walls r uneven it's an old place and there's a fair chance the paper is covering cracks etc.

Thank u all very much for it help, very much appreciated.
Well you could still strip the wall paper and repaper it with lining paper ( to cover the cracks ect ) and then emulsion it, if you butt join the lining paper you will get a good finish.
Even with a border you can easily paint over wallpaper. We have done so several times and it looks good.
If the plaster is cracked, you are only going to make things worse later. Far better to strip the paper and fix the walls. Also, think - if it is a spare room, it might not get heated much in winter, and the cold could affect the painted paper.
By the way, you are sure it is paper and not vinyl, aren't you ?
