I assume you are running Windows XP: Start > settings > control panel > administrative tools > services > find "messenger" on the right hand pane then double click it. Stop the service then change the "startup type" from "automatic" to "disabled", apply then exit.

Or just block incoming requests to ports 137 thru 139 from public IP addresses. XP has a built in firewall and other free ones are available. I assure you that if you actually need to open these ports to the Internet, then you'll be someone who knows precisely what they are doing and understands network security to a high level. Everybody else can rest assured there's no legitimate reason for them to be open.
