Whilst it sticks in the craw it will be the case that getting attacked by other inmates was not part of the prescribed punishment, and it is therefore the authorities duty to ensure that doesn't occur. The payment would be for compensation for that failure. £4.5k for minor injuries seem way over the top though.
It is a pity that a slimeball actually benefits from this sort of thing though. Apart from society abandoning any adherence to duty I don't see a good alternative. Payments should be the minimum possible though, and maybe payments could be held in trust to prevent immediate benefit. I'd suggest passing it on to his victims, but that would just encourage attacks. The real solution is to ensure these attacks don't happen in the first place.
