Tommy Steele Christmas film????

I have a faded memory of a Christmas film staring Tommy Steele (I think) he plays a wooden solider who lives in a toy department in a store, he wants to become a real man and to do so has to travel to see Father Christmas on the top floor, the film is about the adventures he experiences on his way.

Any idea what it is called??????????
