Well it won't germinate but it might root. Strip the leaves off the part that will be buried as the leaves will rot and this rot may well spread to the rest of the stalk.
The easiest way to propogate lavender is about now and is to pull off the new shoots with a tuft of leaves where they emerge from the old wood. They are very delicate and have to be handled carefully. You should have a sprig about 2-3 cm long. Remove the lower leaves so that about half the stalk is bare. Insert the stalk in damp sand(If you have rooting hormone powder dip the stalk in it before planting in the sand) in a flower pot sitting in a dish of water. Keep the tray filled with water about 1 cm deep and place it in daylight but shaded from the direct sun. At least half should be rooted after a few weeks.
