A friend settled on. A case before trial the other party has not yet signed the order if they don't what are her options

That could be just about the wording of the consent order (although it seems a bit unlikely they would want to spend money on counsel fees to do that) or - as PP said - because they haven't really agreed.
Whichever it is, if there is a trial date fixed your friend has no alternative but to act on the basis that there is no agreement until a signed consent order is provided. He/she must take their solicitor's advice - & get the solicitor to chase the other side & get clarification on what is happening.
