I certainly wouldn't put anything less than your current salary, but would be tempted to write one of the following:
"What is the minimum standard of skill you would be prepared to accept?"
"A competitive market salary which recognises my worth as a competent employee.
"I have never encounted this question on an application form and wonder whether it is the company's policy always to pay the minimum rates they can get away with."
You may not get invited to an interview but do you really want to work for an organisation who doesn't recognise the worth of its employees.
