This is so common in English that it is, to all intents and purposes, a rule.
When a disyllabic word is used as a noun or an adjective, the first syllable is stressed but, when used as a verb, the second syllable is stressed.
We wanted to transport (V) the transport (N) to the transport (A) cafe.
