Since the Crimea came into the news, there are lots of pictures of Russians wearing balaclava helmets (do people still use that phrase?). That's obviously an English idiom.

A hat is a merely a head covering.
A balaclava covers most of the face, with particular parts exposed.

Russian bəlaˈklavə,
hats is easier than podshlemnick. Why would you say podshlemnick when you could just say hats?

Shurely the phrase 'balaclava helmet' means nothing apart from the British reference to the Crimean war?

It would be really disappointing if thugs and terrorists around the world only knew them wooly masks as 'shki mashks'.
