In the past I have heard from different sources that the best thing to do is keep your cat inside for about 3 weeks with a litter tray. Then when you do come to letting it out, do it a for a short period of time before it's due to be fed (so it's hungry and comes in for food). Hopefully doing this will build its confidence and make it settle in gradually, until it comes and goes as it pleases!
We've moved a number of times and we kept them inside for at least a week so they could get used to the house first. Then we slowly introduced them to outside. At first they would only venture out for five minutes but now they go for hours, it can also helps if you stand outside with them at first. We also let them out before a meal time so they have an incentive to come back.
