Can A Secondary School Take In More Pupils If They Are Full?

Basically that - if a school has no places in a certain year can they not consider any applications at all?

The school is due to close in the next couple of years anyway so I would need to find her a place somewhere eventually. We applied in Feb of this year to a good school but they are full (year 7). I have sent up to date progress reports and the school said again that they are not in a position to consider applications but will contact me again next half term if there is any change. Is there anything else I can do?
