Therefore, his Proclamation could not have any effect in those states of the Confederacy that still practised slavery. The freeing of slaves was necessarily a slow process. It cannot fairly be said that Lincoln "hesitated" to free slaves, but it should also be remembered that his Proclamation did not have the force of law as regards the freeing of slaves.
