Probably not. Does it mention your name? If not it's almost certainly a spoof/phishing email.
Look at the headers and it was probably sent from Rumania or somewhere like that.
Log onto your paypal account and see if there is a message about this on there. And while you're on there you might as well change your password a sit's good practice to do so from time to time.
We get the same here in the U.S. Hint, take a close look at the e-mail sender and it's likely to be paypall or some such... never open it, much less answer...

Good for you, puzzeled... you'll certainly enjoy it... we've been several times and there's always a small cafe or diner in a village that's a treat, if not for the good food then certainly to listen to the locals talk... strange accents to this westerner's ear...
October is a great choice... still good colors and most of the crowds of 'Peepers" are gone or at least noticeably thinned... Welcome to the U.S.!
