A New Scam?

Got an e-mail from E-ZPass today.Apparently "Indebtedness-driving on a toll road without paying" Impossible since I drive only on local roads once or twice a week lol Needless to say I deleted it.
Just now a phone call from 0002000000100 which I didn't answer.Does anyone recognise that number?

Type any phone number into your internet search engine (leave out the spaces) and the results should tell you if it has a reputation for cold calling.

I doubt very much that the email and phone call are related in any way

The email looks like a scam but it's easy to spot: do they address you by name, or what address comes up if you hover over any links in the email
