Nervous cockatiels

We have a pair of young cockatiels (one male and one female, I think...) that won't let us approach them. I think the problem is that we didn't have them from chicks. I have tried all sorts of things to 'tame' them, but nothing works. What can I do to make them less nervous of us? Apparently, cockatiels are usually quite friendly. Thanks.

the only way to tame them .is to let them come to you.one of these days one of them will come to you.and the other one will think it's missing something.
