What is the best way to set up a web site? Is there a simple book or video with a step-by-step guide for a complete beginer like me?

no, seriously, try one of the free web hosts first e.g. geocities.com, they have simple wizards to help you build a page.
frontpage is an excellent tool if you are already familiar with other microsoft aps, but you will need a frontpage enabled host (geocities offers that too)
There are lots of excellent free tutorials online available for you to use to start a web site. But first I'd do lots of planning - write down ideas about what you want on your web site - planning saves time in the long run.
One good way of learning is to download a few basic pages from the internet - ones you like, then on to a few harder ones. Using an html editor - notepad will work - or a program such as HotDog http://www.sausagetools.com (better) will allow you to alter and mess with the pages. Leave of complicated ones though for a while, it may put you off. Please don't copy for your own use though, you'll infring their copyright and could end up in heaps of trouble.
