Living Joy's Dreamer is mid 90s so is perhaps more likely than Old Skool, which was around 1998. Livin Joy did comprise 2 men and 2 women. The only video I've seen isn't black and white though, and I don't think they were one hit wonders either.
If it's not one of the ones mentioned on the two threads it would help if you could describe the music genre
