Touch Light Why Has It Stopped

Hi folks I have a light fitting which ,when you wish to turn it on you just touch the base and hey presto it comes on ,touch it again and it is brighter then once again and it is full on,Now when I touch it only the 1st setting works I have changed the halogen light bulb ,no difference any ideas please.

does it need dusting? that can affect its working or not.

Wolfgang & mariostewart62 thank you ,Yes it is always dusted ,good thought though ,when it was working touching base was very nice , we have a new one now so we will be able to touch base once again .
