Is there any DVD playing device that you can connect to an iPad, to watch DVDs on your iPad screen?

It can't be done at anything like a reasonable price. The way to do it is to take video out from your DVD, convert it to a wifi signal and connect to that wifi from your iPad. Something like this would do it ... http:// www. teradek. com/ pages/ cube

Despite what Ellipsis says, it can be done at little cost. One possibility that's worked for me on Android devices, so should be the same on Ipads - there's an app called MX Player (among others) which will play video files from your network. In theory you can share the DVD drive from your computer or laptop over the network and MX player should be able to recognise it and play the disc.
