Soft Putty After 12 Years

Starting to redecorate a conservatory which was installed 12 years ago, I notice the putty is still as soft as it would have been when it was glazed originally. No problem there, I suppose, but I was hoping to reprint and wonder whether I can cover the still soft putty ?

I guess the "correct" answer is to remove it and start again. On the other hand, it's been there for 12 years, so it could be re-painted, providing no one's going to poke it about and break the new paint.
