Conne, it is catch 22, and one thing about pet insurance is that it does go up as your pets get older. All my cats are now over 11 years old, and I pay about £22 a month EACH for them. All I can say is that for one of them, I have already had my money'[s worth in claims, what with blood tests, operations, etc. I am with PetPlan which I find better than some of the others - they will insure a medical condition for life, whereas some of them do it on a year on year basis. They have been paying out for Rover's kidney condition for over five years now (subject of course to the usual excesses).
