27 across - completely reverse a situation 4, 3, 6 ?u?? ?h? t???l?
I thought it was turn the tables, but 23 down is anthracite ?o??, which must be coal, so tables would make it ?o???

Chambers dictionary gave ?i?? Into shape as lick into shape, but i'm sure i've seen whip as well. Sorry to give you my confusion
