Oil of Olay has always been Oil of Olay in many places. It originated in South Africa in 1949 but was bought by the Americans who decided the name should adapt to different countries.

In UK and Ireland they changed it to Ulay; personally I think they feared it being confused with bull fighting/things spanish.

In 1999 they applied the parental name worldwide for brand marketing and packaging efficiencies though it is still Olaz in Germany, Italy, Low Countries to differentiate it from other 'olay' references.
