Lets assume the average shopper uses 5 carrier bags - Is 5p per carrier bag going to deter the vast amount of shoppers ?

Why? I've no idea! I've been taking my own bags for years, it does become second nature, i believe it's just laziness this "constantly forgetting" malarky.
I'm willing to bet if they were a fiver a bag (as suggested on pg1) people would remember to re-use them then!

Section 14(2): Quality – The Sale and Supply of Goods Act 1994 introduced the requirement that goods be of a satisfactory quality.
