Ive seen a sign on ebay that says -

"Christmas at the (family surname)"

my partner and our children have the surname King

how do I word this sign

Kings, Kings' or King's

You can say Christmas at the King house OR Christmas at Gladys King's house OR Christmas at the Kings' house.

Kings's house, as Baldric rightly says, can never be correct as Kings is already a plural. Unlike, for example, St James's Park.

Surely it depends on whether you want to imply the group of people, the Kings, or the individual family King, in which case it would be Christmas at the Kings' (home) or Christmas at the King home respectively, it doesn't make sense to use a possessive apostrophe after just the family name.
