But we need to ensure they cannot easily be forged so a good central system is required behind it. Unfortunately our vast civil service is incapable of writing such a product and if they go outside the contracts are so full of holes you couldn't even sieve your peas.

I think there is something seriously wrong with the system of checking, who should and who shouldn't be entitled to benefits and asylum.
There is another woman today that has been sent to prison for benefit fraud of claiming as a single mother, but married since 2003.
So there must be hundreds that are not caught, which must put some of the blame on the people that grant them the money.

And why are they granted bail ? - an invitation to disappear into the large Indian community, some of whom will harbour them from the authorities.
