It's
(a) someone who has just discovered some unused fireworks and decided to let them off (probably after consuming a great deal of alcohol) ; or
(b) someone who has a genuine reason to celebrate (such as the birth of a child) and who couldn't care less about what others might think (probably after consuming a great deal of alcohol).

Either way, it's illegal after 11pm:

Yes diesel, they're STILL going off around here, even in the rain.
still here too !
@Buenchico...Your posting has reminded me of the Bishop whose wife gave birth and he fired a Canon !!

Hans.
A few going off in my town still - will it never end ?!
What a strange law.

The traditional day here for fireworks has a cut off point of midnight, but other celebrations can go on until 1am !!!
They're selling them cheap the scousers are loving it. let them enjoy their moment.
How can you speak for the Anfield, Walton, Everton area at 3am? That's a pretty large area. Where exactly are you? I'm in Walton at the moment and had no problem with fireworks. The usual family things about 6-8pm on the 5th, and that's all.
