His works are well out of copyright, so nobody gets his royalties.
I think that he has been dead just a tad too long to collect royalties.
Arden publish the text with commentaries. But the works are out of copyright so no royalties are payable.

Copyright lasts for 70 years after the copyright holder's death. Shakespeare has been dead just short of 400 years.
