Immigrants or anyone residing in the UK & can not be bothered to learn the Language, Eg/ Work / Schools etc, should we have to pay for the service?

I don't think it's a simple yes/no answer - when my Grandson attended schools in Hamburg and Prague he had assistance within their system.
