No one who is not in the security industry, and doing that sort of job, should be expected to do the securities job for them, especially not for free and without training. It's a case of seeing an easy win by passing responsibility on to those who have no power to object. One can genuinely claim it helps with the problem, and not have the hassle themselves any more.

That is why we all seem to be expected to manage ourselves, know everything about everything and who one needs to contact to get something done, and convince them; or it's your fault, you are to blame.
