artificial flower arangements

Hello peeps,
Today i am trying to find out about artificial flower arangments and and what is used in them.
Have you seen the flower arangments is glass vases with pebbles and a subatance that looks like water in the botom, I think it is a hard gel of some sort but am curious to know exactly what it is,
