I'm assuming you are talking about a desktop not laptop.

Obvious things first - check the fuse in the power cable, and if using an extension, try a different one.

Dot in the monitor - is that perhaps the logo of the monitor manufacturer?

If the computer is powering up, then it could be the monitor has died
